Justification of the aid and its certification before the dgem. Collaborating entities may be: - private entities with legal personality, validly constituted. - individual entrepreneurs. To achieve technical and economic solvency, collaborating entities must have the necessary technological means to guarantee access to the computer application enabled for the management of the selection of collaborating entities and for the processing of aid requests, as well as the use of electronic means in communications between collaborating entities and the dgem. The collaborating entities must formalize the collaboration agreement between them and the ceei, which will regulate the conditions and obligations assumed by them, which appear in annex iii of this order. The aforementioned agreement will have the minimum content provided for in article 13 of the subsidies law. The obligations of the collaborating entities are: - be up to date with the payment of obligations with the state public treasury, the autonomous administration, as well as with social security. - submit to the inspection and control actions that the ceei may carry out regarding the management of this aid and that allow financial justification before the general intervention of the autonomous community and the court of auditors, as well as the verifications provided for in the legislation of the accounts council.
